Subject: "Disable Background Agents in this database" -- clearing it doesn't seem to activate the agents immediately

The "Disable background agents in this database" is a great option to hold back the agents while I get design updates & signing done.

But returning the database to normal operation doesn't seem to go quite as well as disabling it. When I uncheck this option, the database still avoids running agents, often for hours after it's cleared.

Is there some other action needed to enable background agents? I've seen it open up in an avalanche, but I can't seem to find the exact cause why the Domino server suddenly acknowledges the database is active again.
